Enlil is a character designed for the game design project Lilyveil. 

Here is his character description from the Lilyveil artbook:

Enlil was once the newly appointed guardian of a vast ocean, but is now stuck as a spirit that eternally roams the sandy wasteland that was once his home. Enlil may have been a friendly person a few centuries ago, but his time in the cruel desert has made him mean, short-tempered and bitter. He may be harsh and self-centered, but maybe his new friends will help to reveal a kind person buried deep down.

Enlil earned his magic conch shell when he became an ocean guardian. It used to hold enough power to protect his city, but over time it has been weakened by the loss of the ocean. Enlil’s core strength is combat is multi-target attacks and inflicting defense debuffs.

Enlil joins the party during the 4th act, as they share a common enemy, the bandits that have taken over what remained of his home city. Enlil’s design is inspired by a green tiger barb fish.
